With those specs you shouldn't have this much trouble running it. It's probably because the emulator isn't strong enough to run it at full speedyet. Even on the strongest machines it'll run pretty slowly. But you can make it very slightly faster by tweaking the emulator options. They mightcome out with a new Desmume pretty soon that runs Pokemon better, but who knows when they'll get around to that. Also Desmume is the only NDSemulator available that can run Pokemon B/W, so there's not a lot of options.I actually just purchased an Acekard for DS for this very reason.

It runs DS games flawlessly and costs a lot less money than a DS game too. You mightwant to check it out.
You put in a microSD card and pack as many games as you want on it. Well worth the purchase.
Yep, Desmume. Don't touch No%GBA, it's emulation, while fast, is quite low quality (no$ hasn't been developed since like 2007) Besides, Desmume just recieved an update that made it waaay faster And it has a lot more features. How to make Skyrim run faster (PC)? I have a PC that can run oblivion on Ultra high settings with out problems and Fallout series on high with few lag issues with mods. But, when I first played Skyrim, my computer which I thought was better than the Xbox console, can only run on low with absolute low settings with still some frame rate issues.
